Personally I wouldn't hold my breath for it. Summer holidays are the best time to do it and they have so far negated that timeline to use.
So... Maybe on the official release date of last year as a year launch celebration but in all honesty. I think they may have given up on it. I expected at least 3 more since the date of the last one since it was a failure for many reasons.

Once upon a time, when I were a wee young lad, the idea of DCW made me giddy with excitement.
Now, it hardly seems important. No one in TheLandOfPliunder is going to use BoH, so they will not be easier pickings than normal. And the point of levelling is lost after reaching X.
But if it fills the lobbies and makes finding opponents easier, then bring it on.

I'd like to see them stick to the promise they made that there would be loads more coming to compensate for the fact they made unreachable goals in terms of levels.

I totally agree though. X is it for me, I'm not going to pass it, I'll even quit to make sure I don't have to. I think they should make it an option to split 2 groups. those who continue and those who wish to stay at 60.
The ones past 60 will get matched with each other while the ones under it will get matched with each other too. 60 and over, or whatever. I haven't quite thought this one through yet.
