You may not have to create your own wallpaper because the PS Vita's display resolution is 960 x 544, which is very close to a 16:9 aspect ratio (for a perfect 16:9 aspect ratio, it should have been 960 x 540, but the more pixels, the merrier!).  This means that the PS Vita could use any 720p and 1080p wallpapers currently available on various websites (and the PS Store, of course) for people to download and store onto their memory cards.  And like the PS3, the pictures can be selected from the memory card and set to use as background I would imagine.

But this is only a guess entirely based on my experience using the PS3, downloading images from the browser onto HDD, or transferring pictures from memory cards and other storage devices to the PS3 to use as wallpaper.  That's a real easy way to create custom backgrounds.

As for creating custom wallpaper, I usually use MS Paint which is a decent program to use since I'm not a Photoshop expert.  I crop the image so that it's final dimensions will be 960 x 544.  But since the PS Vita isn't out yet, who knows how the wallpaper will look when it actually gets used?  I usually like my wallpaper to be pixel perfect (no distortion, horizontal and vertical stretching whatsoever, ugh, lol).

I would go further into detail about that, but it'll involve a little bit of mathematical know-how when it comes to resizing images.
