looking at the map, how do I get the shard shown at the very bottom of the map on the pier in the Neon district?  I am stumped!

What do you mean? On that bridge? Post a picture

Are you talking about the shard at the end of the southern bridge? If you are then there is no need to worry about it, you would have gotten that shard after the part where you first meet Moya, the game forces you to collect it.
