Most likely.
You should mention that two really good forms of evidence for people, would either be from their online stats page where even though their stats have been reset all their matches played are still there, and also that until they play a competetive match they will be the same level on the competetive leaderboards and until they play a Co-op match they will be the same level as on the Co-op leaderboards. This could save some people quite a bit of trouble.
Also since this only works for people who have yet to reach level 10, I would say it's pretty reasonable evidence that them having probably hundreds of matches and not being level 10 would be evidence enough. Also anyone who is below level 10 probably has yet to play either any co-op or any competetive since they were reset so it's as simple as getting a pick of them on the leaderboards at their old level, or even getting one of their friends to take the pic for them if they can't and have their friend send it to them on the forums.
Aaaaand you should probably put some notice in the Message of the Day, about contacting Eric-ND if you get reset and be sure to not play if you do get reset before messaging him and getting it resolved, lest they might get past level 10 in the hour it takes and be screwed out of being fixed.
