Thanks for the reply, ND. So here is what I think:
It depends whether the leaderboards in question are hacked or not. If it's a bug on ND's end then it won't be fair to ban the players involved for something they didn't do, but if they did hack then of course they need to be banned, no debate needed.
And if it's a bug then ND has to fix it as I highly doubt a competent developer like ND (especially when it comes to single player, engine and graphics) is unable to fix something as simple as its leaderboards.
As a last resort, I'd say reset the player's stats even if it's not their fault because I'm sure their stats can be restored since ND has announced being able to restore the stats of those whose accounts have been randomly reset in the past.
So to make the resetting fair, I suggested ND resets all bugged/glitched accounts and only restores them for the ones who didn't glitch/hack since ND is the only able to tell which ones did and which ones didn't.
