This is 2013, not too many people care about a game from over 10 years ago... One that was scrapped and never finished..

Seriously though Troll, I think people would still love to see this game regardless if it's forgotten. Not many people scream for something that was never officially announced. Doesn't mean they wouldn't buy it.

I've seen this post you liked to before months ago. Harbor City was cancelled due to hardware limitations on PS2. The games use of a very large scale map and having areas connected by highways to different locations didn't work the way they wanted. The online also was a problem here. This beta version of Harbor City is more of a holy grail if it's found similar to Resident Evil 1.5, or Castlevania: Bloodlines beta copy. People would pay astronomical amounts of money to obtain any of them to mass produce copies as an exclusive rom or system port to the fan base. Other than the Castlevania I mentioned above have been seen in real life. Fortunately a portion of Harbor City was released to us in TM:HO twisted edition. Also TM 2012 has fully functional remade maps of Harbor City in it.

The HC proto was lifted direct from a PS2 dev kit.

 

There is no hard copy or labeled disc of this proto-it exists only in rom form...

I wouldn't think they would make a disc based copy in that stage of development. The game it's self was very unfinished even for what was given to us in TM:HO. The stories have no endings. Some still had the originally stories from TM:B still. Some basic handlings of the cars had to piggy back off the TM:HO engine to make it work. In any case it was a shame it never got a release. I still think it should of been made instead of TM 2012. We had three reboot attempts now after 2012. It really sucks that TM 2012 was horribly handled. I really don't see them making a second attempt after this. It's really a let down.
