Try setting up the PS3 with a static IP: http://portforward.com/networking/staticip-ps3-playstation-3.htm
If that doesn't work try adding the PS3's static IP to your router's DMZ.
From a technical point of view, this sounds like a situation where someone working on the Asia PSN side forgot to flip the switch to allow downloading of the game.
I don't think it's a situation where there are too many requests and the servers are unable to cope.
This will be my last entry for the weekend (unless someone has a brainstorm and we sort this, then I'll say thanks!)
I have noticed something that maybe someone with more technical knowledge than myself may find helpful. Whilst stuck at 3 hours 14 mins the lights on my router are flashing away like a christmas tree suggesting that data is being transfered? when I quit the "game" the router goes still, start it agian, lights going crazy, but nothing goes "in" to my palystation.
I'm just adding this info to the mix, maybe someone will work it out...
If you were to examine the data that's going over your network, I think you'd find that your PS3 was sending out data to the Asia PSN Servers to say, essentially, "Hello I'm here, please send me the data files to download this game."
If I'm correct, it is at this point that the Asia PSN Servers simply do not reply, because the right settings to allow people to download the game haven't been fixed.
And when your PS3 does not receive the data, it waits for a while, then sends out another download request. That's why you're seeing traffic signals on your router.

sounds about right velcry, cheers. any idea why after I left it all night on Friday and then Saturday it got to 0.09%, having started at 0.00 both nights?(obviously bugger all data, but more than 0.00%).

@COOLSHABSus did you initially have safe surf enabled with starhub? i've never had safe surf enabled for my broadband and when i've called starhub they've mentioned there is no safe surf enabled. not too sure what next steps i can follow especially if this is supposedly an issue with the ISP
