i have a 640gb waiting. here are some of my questions:

will the ps3 recognise the full 640gb?

how long does it take to do a dat transfer to an external HDD?

and how long to restore all that data?

Yes, it will recognize the full 640gb, but remember the PS3 will use some for the OS and set some aside, I can't say how long it will take to baackup and then restore, so you should get started, Good Luck

Your PS3 will recognize the full 640GB, but the amount of actual space you have will be less due to the way storage space is caluculated when formatted. I don't have a 640GB HDD, but the example I can give is that a 1 TB HDD yields a resulting 931 GB of actual storage space.

To do a complete transfer you need an external HDD (separate from the replacement 640GB HDD) to do a backup, using the PS3's backup utility. This will probably take many hours to accomplish. Then after you put the 640GB HDD in your PS3 you use the same backup utility to restore your data back to your PS3. Again this will take many hours to accomplish.
