Define "casual"?
Ryu is much slower and has less variety in 3S than in SFIV. But, he's all about mental strategy and setups. VERY different game.
Truthfully "casual" and "3rd Strike" don't go together, so don't expect any insta-gratification, easy combos like in IV.
But, if you wanna join, then by all means.

Yea, Ryu is a bit toned down in the variety department, but if used proper, he's still just as lethal.
Third Strike really isn't for those who don't have much tech in their game/casual fighters, this is true. Though, if you've got some friendly casual matches going down, it's not much different than any other SF, you just have to be a little more on your toes. You never know how you'll take to something until you try it out.

I'm a casual player, and didn't find 3S all that fun. As a casual player, I rather play AE.

I've been playing Street Fighter for roughly 20 years and I've always considered myself a casual fan. That being said, Street Fighter 3 is still one of my favorite games.
At a top level, the game is very hardcore, yes. But if you're just playing for fun, you'll still be able to have a blast with it. Third Strike Online on PSN is worth evry penny.
