Too catering to people even if done right, would be almost impossible to code correctly due to the complexity of what the game should define as ravaging, and if they don't get it right as they will we will have enemies dropping outposts in our bases then raining invincible soldiers that kill everything they look at. In other words, this would break the game, even it did fix anything.
