To me the argument between deployable and Capturable bases has been the same as the argument between linear and open world video games.
Linear games lend themselves to better gameplay and a better atmosphere with less work because there is much less space the developers have to worry about. Capturable bases are so good because it takes less work to make each base unique, useful, and hard enough to capture to not be "cheap." While Depolyable bases are much harder to make work because the developer either has to design the whole game to be a potential spawn point or create areas where a base is essentially implied. LBI just didn't make depolyable bases work very well, though I would not go as far as to say that Warhawk had it down perfectly (ravaging)
