There should be one at the door of the palace that has the 2 dragon heads. You got to be literally touching the door to see it.

I had trouble finding the last 2 in Turning Japenese when I played it, but I can confirm there is indeed 30. The last one I had needed was at the entrance to the prison (with the chain-cranks).

For the longest time, I thought there were only 29 as well.  Even following an online bottle guide, I couldn't find the 30th.  Eventually, I deleted the game and redownloaded and I found it within 5 minutes...  perhaps the same thing is going on in your case.
