not only did gearbox confirm this on their forums
but yesterday I took a little trip to gamestop
and traded in my Old Copy of Borderlands for the GOTY and Lo' and Behold
The DLC is NOW ON THE DISC! when you highlight the disc in the XMB
you'll see another disc highlight it and Voila! it's all FOUR DLC Packs!
they should've done this from the start (it's my 2nd GOTY Copy lol)
thought everyone should know
on another note: the Other Console and PC get an "expansion" disc
that only contains Mad Moxxi's underdome and Dr Neds Zombie Isle.
the disc releases this month. we got the better deal I think.
Kudos to gearbox for fixing this oversight on the DLC!

I've read and been told amazon.com is now carrying the new borderlands discs with the dlc on them BUT I wouldn't chance marketplace sellers since most likely they are getting rid of older GOTY copies with NO DLC.
remember when you highlight the disc on the XMB you will see another disc Underneath the one that starts the game THAT is the DLC (all FOUR PACKS!!) and you can buy the new disc for 29.99-39.99
you got the first release GOTY it didn't have the dlc on the disc. if it's on the disc when you
pop the disc in you'll see the disc icon and right below it is another disc symbol and that is the dlc.
the first release didn't have this and only came with a voucher. I recommend returning it for a New Copy
