Well, since the last poster didn't actually give you an answer, I will.
You need to complete 8 bounties in New Austin
You need to complete 8 bounties in Nuevo Parisio (Mexico)
You need to complete 4 bounties in West Elizabeth
Just keep doing bounties in a certian region, until the wanted poster no longer shows the bounties face, and instead shows a question mark "?".
That indicates you have done enough in that region, and you can move on to the next region.
Also, there is info in the stat menu about how many of each bounties in each area you have accomplished. Just check that.

I'll give it a try and see if it works. I would really like to get that Deadly Assassin's Outfit. I really wish that I would have just received it and not have to do a bunch of crap for it. This is not what I expected when I pre-ordered my game from GameStop. I am very displeased with both Rockstar and GameStop that they would pull some crap like this.

I'm Pretty sure the creator asked, why he didn't get Mo Van Barr, not how many bounty missions there are and how to complete all of them. And to answer the question, go to armadillo and finish the bounties until you see him. If you don't after the 8th, then it's probably glitched. Don't worry it's not just you, countless amounts of other people have this too, including me. If you're dying to get the outfit and/or you're not too far in the game, then you could always start a new game.
