was setting up my brand new just unwrapped ps vita and started entering the code for ps plus screen went black and the ps button is flashing blue. the screen will not turn back on and i have no idea what the problem is. i just bought this 4 hours ago

Might be the battery, as for turning it on you have to keep the on/off button pressed.

It's a good idea to fully charge the console before trying to connect it to PSN.  If the console is in standby mode, you can turn it on by pressing the Playstation logo button.  If the console has powered off completely, then you have to hold the power button down for five full seconds in order to turn the console back on.
