I honestly have a powerstrip out of the wall, with full plugs nearly, with another extension cord (with 3 slots on the end). At the end of that is where my Vita charger is plugged in.
But when I plug my Vita in to the charger, or PS3, or PC, I can use the touch screen and haven't had any issues with responsiveness, this is quite wierd that it is happening to you guys directly from the wall..
I haven't had any problems myself personally.. The more and more it sounds like, it has something to do with your A/C at home.. Especially if you can plug it in at work and it works fine there. My house is new as well, pre manufactured home, but I haven't had any power issues.
I'm having this issue and just took a video of it. It's most obvious when I hit near and it open Motorstorm instead.

I have no problem with the touch screen when pluged in at home but am on vacation and when i got on the plane i was happy to see that above the pull down tray infrout of me not only was there a ac plug but also a usb outlet but when i pluged into the ac the touch screen became unresponsive then when i tried the usb itwent to the connect manager even with the usb power inabeled in the settlings nobody else around me with phones or laptops was having any problems at all.
yep this is what happen to my vita, i had a special trasnformer that made my voltage from 220v to 110v and suddendly my touch screen stopped working while charging, then i plugged it w/o the transformer and then the touch screen works even while charging, it seems most likely that the low voltage was the problem just like mikanyui said.

I have the same problem. When I plug my vita in to charge it (using the cords that came with it) The touch screen stops working. and I have to hold the power button to reboot. I found if you put it in sleep mode then plug itin and turn it on the touch screen SOMETIMES works fine.
