I need to put my saves on my new memory card, so I uploaded them to online storage. Problem is, it says the content can't be copied to my Vita when I try to retrieve it. Is it something wrong with their servers or what? I should be able to download my saves, but I can't.

Unless the cloud is different for Vita there is a 24 hour wait between uploading and downloading.

I've had saves up there for several days that won't copy to my Vita. I get this message "Could not copy the following content. (80010002).

Have you made sure to install the games you are wanting to copy the save files for to the new memory card first?

WoolySpud is correct.  Vita save data can't be stored on the memory card unless the game is installed on the memory card also.  There is no Vita save data utility, comparable to the PS3 save data utility.
