That is a connection error, check your wifi settings to see if they are correct. The error only comes up if there is problems getting the Vita online from my understanding or if the Sony servers are down.

A heck of a lot of people cannot connect to the internet. I also cannot access the store, but everything else is fine, and according to the forums I'm not the only one.

Mine won't let me do **bleep**! Just bought this thing and first thing out of the box it wants me to update....**bleep**? And I bought the mobile internet for it and I can't even get online with it, mobile or WiFi. This thing is a 350 dollar P.O.S.
It is impossible for Sony to ship every PSVita with the latest firmware version, since there is generally at least a month or two between manufacture and sale of said PSVita. It has only been a couple of weeks since the most recent Vita firmware update (2.06).
I don't think the PSVita is capable of updating the firmware via 3G in any case (the firmware exceeds the 20MB limit for 3G downloads).
As for Wifi, you'll need to check your settings on both your Vita and the router you are trying to connect to. The Vita does not support Enterprise security connections (which most people wouldn't have in their homes, anyway). The Vita should be able to connect to any other WEP/WPA secured 802.11b/g/n network, though.
