My friend purchased Playstation All-Stars for his PS3, and because he does not have a Vita, we want to download the Vita version of the game to my Vita using Cross-Buy.
Our problem is that we have downloaded the Vita version onto the PS3 using his player profile, which is linked to his PSN account. So, when we attempt to copy the game to my Vita (which is linked to my PSN account) using Content manager we recieve an error along these lines:
Unable to copy. The content has expired or is registered to another player.
My question is: Is there any way we can get the game onto my Vita? For example, could we re-download it onto my player profile on the PS3 or transfer the association for the Disc Benefits from his account to mine?

This plan never had any chance of working. All Playstation Store purchases are owned by one PSN account, and can not be downloaded or transferred by any other PSN account. When you purchase a Cross-Buy game, both games are owned by the PSN account that purchased the PS3 version of the game. You can't divide or share the games. If you don't own a Vita, then you simply have no use for the Vita version of the game until you buy a Vita. The PS3 version of the game doesn't cost any more because of Cross-Buy, so you don't lose anything if you don't have a Vita. A Vita can only use one PSN account at a time, and can only run Playstation Store content purchased by that PSN account.
