Here's the story: I just bought a Vita the other day and wanted to purchase some old games that I grew up playing (keep in mind, I don't own a PS3). So I went brosing the PSN store and stumbled across Crash Bandicoot 2. It says it's playable on the Vita, so I buy it. Well, when I look at my available downloads list on the Vita, it says I can't download it on the Vita. I've heard about the "download it on the PS3 then transfer it over using Content Manager" workaround, but seeing as I don't have a PS3, is there anything I can do?
If not, how would I go about getting a refund for a game that I can't even play. I bought it because they said I could play it on the Vita, but now that I can't, what am I supposed to do with it?

Where did you see that it was playable on the Vita? It never was. I just checked the Playstation Store online and it says PS3 and PSP only, just as it has for the past four years.
