UPnP Unavailable on PS3 Will unavailable UPnP slow downloads/online gaming?

I have internet connection to my PS3 by running an Ethernet cable from the Ps3 to my laptop, which has internet from Mobile Broadband (Sprint, plugin USB and connects to internet/3G Dongle Franklin Wireless Modem)

 

Everything should work fine, but when I go download I get speeds of 16kb every 4 seconds....I think this is because the UPnP is unavailable.

 

Before, it used to be enabled before my laptop got messed up.

 

But now its fixed as far as I can tell, but UPnP is still Unavailable on my PS3...I have NAT2 and have Enabled UPnP during the internet setup process.

 

Is there any way I can fix this, and or is there any way I can get my regular speeds again? (100kb a sec)

 

Please help!

 

P.S. I can't type in my I.P. address in my browser and go to my router settings because I don't use a router, just a laptop, Ethernet cable, and a 3G Dongle from Sprint.

The upnp feature doesn't/shouldn't affect speeds. It affects ability to connect at all.

Well what do you think the reason is for these crazy slow speeds?

It's no where near that slow on the laptop itself, but on the PS3 its completely slower than its ever been.

Could it be somethings wrong with my network settings on my PC?

I have my firewall disabled so its no port constriction...
