My ps3 died today, so i went out and got a slim, ( i figured its only 150 bucks more, and i can sell the bricked one on ebay for 75 or so)

i have been thinking of making a new PSN name. is there anyway to access the DLC from my old name and transfer it to my new name?

i dont think so, because your psn name is tied-up with your psn account.

since you have a new ps3 just create a new user using an existing account, ie one that shares the same email and password as the original account that has purchases on it.   go to account management after you created clone account and go to transaction management and then its download list...........this should have your downloads there to reinstall to your hard drive
