You can always go into Game Utility Data... and the games you dont play much you can delete it will free up a whole bunch of space.
If you do this it might clear up....
I was having a similar issue. Just dont delete your Saved Data (Game saves in game) or youll loose all your progress in that specific game.

This is good advice, The reason you can't download is you need twice the file size free. In this case you need 18g to download and 18g to install for a total of 36g needed free space. Start deleting until you have at least 36g free. I'd actually go to 37g to be safe.

No you can upgrade the Harddrive...
No need to buy a new one.
