Question about Buy $60 get $10!

Just by fluke i have decided to sell a bunch of games i never play anymore and got $70 dollars worth of psn cards for those games i traded. Now since in my region in Canada there is no tax added onto the games i purchase in the ps store (no tax in eb-games/gamestop either). So if i buy a 29.99, and three 9.99 psn games my total comes to 59.96 dollars of spent money from my psn wallet. Will i be excluded from the 10 dollar credit in november? Or do i have to buy one more item? If there was tax my total would be about 67 dollars but there isn't tax in my region anymore.

It must be equal or more than $60, so no, but you can buy an avatar for 45 cents.
