Same here. I'm in Mexico. It happened when I was uninstalling Need for Speed Rivals due to a game error.
Network connection is ok. I can see my friends list and everything else but the store.
I am also having the same problem, WA state USA.
Which is odd, cause I just finally set up my pre-order PS4, updated everything, downloaded my free psplus games from the store and now cannot get back in a few hours later.
Having the same problem, sony needs to address this issue, bought my playstation today and I can't access the platstion store due to network connections but everthing else works fine. My internet connection test shows success in all areas but some how the playstation store is show a network error

I manually set IP address, using the same IP address on my router that I had previously used for my PS3 (now sold).
I had already forwarded all the ports my PS3 needed for PSN to be NAT 2.
My ports are so open I can hear them rejoicing freedom.
It must be server error. Needs a fix and some acknowledgement.
It just worked after I:
1) updated my billing details on PSN
2) deactivated all my ps systems on my account and
3) activated the PS4 as my primary system.
That cant be the reason, but I can get on ps store.
First off, I'm glad I'm not alone with this issue. Hopefully it's someting that will be solved quickly.
I used another users steps that he said he got from Sony support. He gave his ps4 a static IP and put that in the DMZ router setting.
I did this and it worked for a day. Now I'm back to Network Unavailable. My PS4 was just setup yesterday. I'm able to login to PSN, watch streaming movies and game play without issue. I use a Buffalo Airstation 600. PS4 network test is successful.
New tech is frustrating sometimes. I even had to update the firmware in my Sony Bravia for the this thing to work right.
