PSN hasn't been down, nor is it down now, you "guys" above (except directly above of course ) may want to look closer to home for your online issues.

I just started getting the same error today... I was playin multi and got booted suddenly. My experience is exactly like you are saying. Sometimes I can log in and see my friends. I get to the main menu to where I search for a game but that is as far as I get. I have gotten code 380 and code 312 so far.
adding error code 296 to the list
I too am having issues with staying connected. Multiple times have I and everyone in my current game been disconnected at the same time and the game ruined. And the person i was playing with was from holland so I doubt it is only NA. I would love a community rep to respond to this considering there is like 7100 views by now
I'm sorry to say it... but this is what you get with having your online network being free... lack of funds to fix these issues... another network that charges a subscription fee may have it's issues... but they're nowhere near as frequent to the issues that seem to plague PlayStation Network... Look Sony... I'd much rather pay a subscription fee of 10 dollars a month... hoping that you would invest the money people spend to improve PlayStation Network... I understand you want to keep PlayStation Network running free of charge to anyone... but this is only annoying people to the point that it will hurt your sales when next generation arrives... people that enjoy online gaming will look and see that PlayStation Network is highly inferior to the competitor's network and will be more likely to purchase the other system instead of yours... you make great hardware, don't get me wrong... my only quarrel about the PlayStation 3 system is that it could have used more RAM... like 2 GB system RAM and 1 GB for the GPU... even a Quad Core 3.5 GHz processor would have worked nicely then... and overall, the system would be cheaper to manufacture... I have an old fat 80GB that works without any issues to this day, and I'm sure the competitor's system would have crapped out like 5X by now... but now it's time to step up your game with the network... like I said... I'd be happy to spend 10 dollars/month just so you'd have better resources to improve your network... those that disagree... well I hope you enjoy all these issues we've been experiencing... I for one... sure don't... but there are a lot of mindless fanboys out there...
It Only Does ERROR CODES!!!
Sony could have all the money in the world, and still a determined hacker, or just plain bad luck can affect the system. I hope they fix it though, and when it comes to paying for service, I'd like to see an " adult" server, but I hope a part of Home will always be free, for people just starting out and those who cannot afford things.
