Hello

I am wondering is it possible to change my billing information if I was leaving the country and be able to have my account change it's billing information because when I look at my account I can only change the region state wise.

"So would it be possible to have my PSN accounts region and billing information changed to my new address that will be over seas?"

Sorry but it is not possible to chnge the country/region of your PS3 account, you will have to set up a new account for the new country/region you are going to be in.
