PSN+ Access whilst overseas

I'll be overseas (EU) This month, though I have my domestic NA PSN+ Account, I know "Movies" totally poofed from PSN Store when I was there this summer, but say once Decembers Vita bonuses come out would I be able to download them from my vita even though I am not on a US, rather a german IP?

You should able to.  PSN doesn't generally care where you are physically located, unless there is a local law that forces Sony to restrict your access to content while you are there.  If you are just visiting a foreign country, then you are not expected to create a new PSN account for that country.  You would just continue to use your US or Canadian PSN account while you are there.
