i got another solution.
1.- set a static IP adress for PS4 (this page will aid you: portfoward.com).
2.- restart your PS4.
3.- Go to Settings / network / set up internet connection.
4.- set Lan /Wi-Fi method.
5.- set custom set up.
6.- enter your Static IP, gateway, subnet mask, default gateway, primary DNS and Secunday DNS (all info is obtained in the router's page).
7.- all remaining settings can be put in automatic.
8.- test your internet connection and enjoy.

(sorry for bad english. not native) I usually have this same **** error, and it is my worst problem with the PS4 right now. I have found a solution that works most of the time (for me). I just hit "Test Conection" a lot of times, (sometimes like 10 or 11 times) and it simply works. I don´t know what happens, I just kept "rage clicking" like a retarded one day, and then...PUF....internet.

Don't think you just helped someone play games again. You helped me calm down. For the first time in my life I'm alone. Away from family and friends. My mother just left this morning on a flight back home and the goodbye was pretty emotional. And I'm all alone now. This PS4 is the only thing linking me to the feeling I had when i was back home. You just made my 1 year stay in another country much more bearable.

Honestly this was trial and error, but mine finally worked.
1. open up your computer on the desired network (even if it is wifi)
2. Open up the command prompt (Windows+R then type CMD)
3. while in the command prompt type ipconfig and hit enter
4. Use your subnet mask as your primary DNS
5. for your secondary DNS use 188.8.131.52
6. Test your connection
