The answer to my problem was to go into your settings into the ps3, when in this area locate your network settings. When inside the network settings locate the media server connection on it. If it is highlighted or shown as enables click it to disable it and log back into your account and redownload the update and or download you are trying to get. This was direct on sonys help page in the knowledge center. If you have any further questions feel free to contact me by email and or on here.

I recently tried to update my Call of Duty Black Ops 2 game to version 1.13 and got the same message at 14%.
I contacted PS tech support via chat and did the safe mode instalation, but still no luck. Has anyone figured out how to fix this problem? Thanks.
I FOUND the ANSWER. For those of you who have tried everything try this:
What finally worked for me was this:
1. Go to network settings on PS3
2. Set primary DNS to 22.214.171.124 and secondary to 126.96.36.199
3. Set MTU to 800 (instead of 1500)
4. I then downloaded the game from PS Store and for the first time ever it did not force automatic
I stole that from someone else who tried every option out there!
Bushwick128, your steps worked! Thanks! I have one question, though: after downloading items from the PS Store, should I reset the MTU from 800 back to 1500 before trying to play online games? Does the MTU value having any impact on how well I'll be able to connect to servers, clients, or serve as a host?
Your welcome. If your going to play online multiplayer then set it back to 1500 or ''automatic''. Also if your downloading a file thats only a couple GBS or less do it at 1500 simply bc its faster. So I would suggest keeping it at 1500 unless your going to download a big file. Smaller files download faster with no corruption. If you notice your lagging bad online you might want to turn the MTU down a bit but you probably wont have to. I have to say I literally tried everything before this, Im finally playing Hitman Absolution! I have comcast internet BTW
