GTA DLC Purchase Question

I dont have either DLC pack, and I see TBOGT is $19.99 and L&D is $9.99, but Episodes from Liberty City is $19.99. So really, if I buy EFLC, Im basically getting L&D free. My question is, is there any difference between buying them as add-ons vs. buying EFLC stand-alone?

No.  There is no difference.  EFLC is basically a bundle. It is supposed to cost less than purchasing the add-ons separately.
