I think I've found the solution to the dreaded 80023102.
Here's how I think you can tackle it:
1: If your credit card number is appearing in x's (e.g.. 111xxxxxxxxxxx357) then retype it.
2: If you live in a flat/ apartment then placing your address on 1 or 2 lines might help
3: Is your credit card still valid?
4: Having your billing and residential infomation typed in the same might help.
If none of these helped contact Sony.
I've not been able to ADD FUNDS or Change credit card details today. The error codes/ or response you receive doesn't tell you much.
Called Sony today and with the release of Wipeout HD (which I've trying to add funds and download) the system may be a tad busy (Sony said). In trying to add funds, my account has been locked so have to wait 24 hours until I try again. That sucks as this isn't 100% that I'll be abnle to play wipeout HD tomorrow
The instructions in this thread left by ramdomthings didn't work for me.
I'm having this problem now for the first time. I've had no problem in the past purchasing from the Network, but all of the sudden I get this error messgae.
Any ideas other than what has already been posted?
I just spent the better part of an hour trying to resolve this error.
Just remembered that my card had been renewed recently and I needed to update my expiration date... Problem solved.
When in doubt, just re-enter all your information in the account management section under the network tab.
I received this same error today when I tried to add funds using a pre-paid Playstation Network card, but after reading the earlier post, I went under account management and realized that I had an old, long-expired credit card still listed as a funding method. I have been using the pre-paid Playstation network cards that you can buy at any Wal-Mart, or Best-Buy. I had forgotten that I even had my old credit card still listed on my account.
Anyway, I went in and deleted my old credit card and saved it. Then, I went back and added funds to my wallet using my pre-paid Playstation Network card, and it worked just fine.
My best advice, just like the others said - is to either go in and check that your credit card information is either current or correct. You can delete it, and re-enter it, also. Or, you can do as I do, and simply use the playstation pre-paid network cards.

i am having this right now, i also cannot access my online banking system.
so my bank is having a problem and not allowing a straight swipe on the card.
sometimes you have to use your debit as a credit to make it work.. i believe this is what happens
I too had been getting this error.
Retyped my credit card and moved apt down to the second address.
Indeed it did work for me.
