Gonna have to agree here. When all else fails. Restore ps3 system and see if your still having the problem, and if so then replace your HDD and finally service. You have been responding pretty quick. Are you Sure youve done all the above tshooting?

So...then you have tried downloading from a different location, using a friends Access point?

In all fairness the only troubleshooting steps that you provided was this statement .

" Each time i have called sony thye tell me to go into recovery menu and delete corrupted files, IT NEVER WORKS. "

So really its just advocate023 and myself covering the rest of the bases to help YOU out. So as he and I both suggested if you have a 2.5 inch sata HDD, format it to FAT32 and try installing it to your PS3 to see if you are experiencing problems with the hard drive. If not call customer support and have your system set up for service.

When you purchase a new game on disc, are you able to play the game? or is it only affecting Downloaded Content? If only downloaded, then it means its not your playstation but your network.

I can play it offline, but when i have to download the update for it while connected to the internet, it doesnt work. sometimes it does i have maybe a 90/1 chance of downloads being successful.

 

I have set the dmz host for the ps3

i have enabled upnp

i have formatted

i have deleted corrupted data

i have tried downloading from other connections.

i have port fowarded everything that goes with the ps3.

this is the 2nd ps3 i have bought.

the other one worked fine on this same connection.

Youve definately got a network issue going on. Have you tried contacting your ISP and having a Test run on your connection? Have you tried a Wired Connection Directly to the Modem?

My connection is wired. What do you mean by a test? they have serviced this modem just 2 weeks ago. still nothing works. i do not use a router.

Your ISP can send a signal down the pipe to test the bandwith of your connection, essentially makeing sure that all frequencys are passing correctly. you would be surprised what a little water on a barrel will do to any form of connection. As an Installer for Satellite Ive see issues where the connection still exists but subscribers would lose access to some or half of their channels due to a damaged barrel or line. Your ISP should be able to run a test to see if an issue like this exists on your connection.

I have had them run ping tests to check the connection, they said all was good.
