HI, hopefully someone can shed some light on this issue. I recently just moved to Italy and I brought my PS3. If your billing address is not updated will it keep you from getting onto the store? I am connected to PSN but just the store wont work, says its under maintenance! Any help is greatly appreciated!
Solved! Go to Solution.
Delete the Store app from the console and reinstall. Select the icon, hit triangle thasn delete. Go back, select the icon, hit 'X' and it should reinstall.

I'm having the same problem and this did not work for me. I deleted and reinstalled the PS Store Icon 2 times.
Any other suggestions?
