It downloads up to <25%, then stops completely. I've tried multiple times, including resetting my system, but nothing seems to work. Looking around on other sites, it appears that I'm not the only one with this problem, so I was wondering if anybody knew a way that I could fix this? Is there an update file that I can download on my computer and transfer to my PS3, or am I just out of luck until this problem is fixed?

did you try deleting the store app itself?  Once its deleted and you restart the system it should show back up in the list and then you can just try to update it fresh like that.

Although you would have to wait till the maintenance is over around 10:30am EST today 1-18-13.
