Here is my issue that i cannot solve. I purchased games on my psp via playstation network how to i put them on my ps3 so i can download them to my playstation vita?

All you have to do is download them to the PS3 (or transfer them from the PSP).  You can find them in the PS3 store just like you would on the PSP.  Then you can use the Vita's content manager to put them on the Vita.
