Getting Error 80023102 Can't Add Funds to Wallet

I've always been able to purchase stuff from the US store with my american PS3 and US debit card even tho im located abroad.. but ATM wont let me.. i already retyped all, tried different ways, and putting everything exactly like in my bank statement.. it just says that can't add funds and ocationally the 80023102 error.. i searched online but nothing definitive on this issue.. i wanted to get Burnout paradise cuz had an special price and limbo.. but i guees not.. argghhhh any help?

Identical problem my friend. I really hope they're not starting to check IP locations.

Could someone in the US confirm that they have added funds to their wallet in the last hour?

Same error here. Can't buy anything on the PSN over my PS3 or my PSP. Tried adding funds through the XMB but no luck there either. Getting really frustrated as this has been going on for around a week for me. I am located inside the US though.

i hope not.. no luck today again.. when i press the confirm purchase button im getting the error message... and when trying to add funds it wont let me.. ugh
