The Miz Fortune game is the only game in Midway Carnival which is free to play every five minutes, when the crescent moon icon (in the upper left hand side of your screen) counts down to 0:00. The game then becomes available as Free play.
The goal of this game is to stop the sequence of flashing colors so that it lands on a target color. This target color is shown in the Crystal Ball in the lower right hand corner.
Simple in concept, more difficult in execution. Watching people play Level 3 is when I realized that some skill is required as well as fast reflexes for this game.
The color code:
For the first 6 levels, the target color corresponds to the color of the rotating rings you see underneath anyone playing a game in Midway.
Level 1 Red
Level 2 Deep Royal Blue
Level 3 Dark Green
Level 4 Purple
Level 5 Orange
Level 6 Light Cyan Blue
New players typically mention that they always press X a bit too late. That means you have to press X one color before your target color.
What's interesting about all this? For these six levels, at least, there is a short color sequence that conveniently flashes Red - Blue - Green - Purple - Orange - Light Blue in the exact same order as each target color required. For example, to hit the Dark Green color on Level 3, you need to press X when you see Deep Royal Blue.
And you'll know what color to aim for, because all those circling rings around other players are constantly reminding you that the previous color (in that specific sequence) is Blue!
That's the color code for Levels 1 to 6. Levels 7 to 10 do not follow this pattern and require paying close attention to the sequence that contains your target color.
Level 7 Bright Neon Green
Level 8 Pale Pink
Level 9 Magenta Pink
Level 10 Golden Yellow
For example, for Level 7 look for the sequence Orange - Cyan Blue - Red - Pale Pink - Bright Green
You'll find that the booth animation itself is a convenient aide, allowing you to enter the game near the sequence you want.
When playing while using tickets and you "Hit X to continue" from your last attempt, you will always start from where you left off -- from the exact point in the sequence where you stopped the timer.
But if you are playing Miz Fortune using the 5 minute Free plays, your session will start from color that was showing in the fortune teller's hands at the moment that you select "Play".
Knowing this, you can increase the odds of success by facing the booth squarely and pressing X. Then watch the colors carefully, and when your target color sequence is about to show up, press X again to "jump in" to the game. You may want to time it about 2-4 colors before the target color shows up, to adjust for the speed of your reaction time.
EDIT
There are a total of 30 color shifts in Miz Fortune. This color sequence is the same for all three Midways and contains the following:
4 Purple and 1 dark Magenta Pink (at Level 9, this looks a lot like the purple when it speeds up)
4 Forest Green
2 Bright Neon Green
3 light Cyan Blue
Depending on your TV, the 2 pale Pink and 3 light Cyan Blue will easily look like White. Even if you're viewing the game on an HDTV, it may still be difficult to tell the difference. In general, take your time and let it cycle through at least once to get a feel for where your target colors are within the sequence.

I've updated the OP with my latest findings that you can start Miz Fortune at any point in the sequence. I'll keep updating with more information about key color sequences that people find most useful.
When you unlock the game by beating Level 10, it becomes free to play in the Midway space. Sorry you don't get an arcade version of it to play in your personal space. Although "Miz Fortune In A Box" would have been too funny.
tdarb, you said something along the lines of "once you unlock you don't get the miz fortune free plays every five minutes, but you can play it free any time you like and choose any level." But ReccaWolf says when he unlocked, he could choose from Levels 5 to 10. Or maybe only continue to get a few more midway points for only Levels 5 to 10. Have you seen this?
