You don't have to be 18 to use Home... but you do have to be 18 to qualify to be in the Beta

your dad would be accepted (possibly as we don't know acceptance criteria) but you would be allowed to use it (as close friends and family are allowed to be exposed to PS Home))

That's why leaking confidential Home information or footage is a huge no-no...
Some popularity from people who didn't make it into the beta is heavily outweighed by fines and bans because you put the whole Home experience up for everyone to see
