OKAY... -deep breath- so this is what is happening to PS Home on my ps3 at the moment.
I was on home the other night clearing my cache but it was taking an extremely long time (longer than it ever has before when I've cleared my cache) so while it said "Clearing HDD Cache" I QUIT Home. I KNOW, I know very, VERY, very, very stupid of me. After that, I deleted home on my XMB menu...even more stupid. I know. Last night, I tried re-installing it and it goes thru the entire downloading process, but when it gets to the installation part, it stops at 14% and gives me an error message saying there could be 2 reasons why: The data may be corrupted, or sign in with the account that was used to purchase this content and try downloading the content again. The only problem is, my main account (the one that has EVERYTHING on it and the one I first downloaded home on when I first got my ps3) is currently suspended until Monday, the 26th. So I cannot get on that account and see if it will download from there. I called Sony with my issue and I went into safe mode a couple of different times and did option 3, 4, and even 5. None of those worked. So I did my own research online and saw some suggestions to re-format my HD under the System Settings option. That took about 9 1/2 hours and that did not work either.
Also, every time I try and re-install home and get that error message, I get corrupted data files showing up in my Games section but only after I've tried to re-install home. What I've been doing is going thru the whole download process and accumilating the corrupted datas until they completely stop but so far they haven't and it's such a pain and I just feel like I'm wasting my time. I don't know what to do at this point.
Get a new HD at best buy or somewhere, or take out my HD from my ps3 and try to reformat it that way?
I know this is a lot to read but if someone could please, please help me it would mean A LOT! I'm going absolutely crazy trying to figure out this issue. Thank you.

Maybe you should wait until Monday the 26th until your suspension is over and see if that takes care of the problem like it was suggested.

I'd suggest just waiting to just wait it out like what was said but since you've already reformatted everything you could try deleting the account from the users list on your ps3, don't actually delete your account, just remove it from the user list. Make a new account and try to install home then add your other account back to the user list. Shot in the dark really but since you've already reformatted, it couldn't hurt to try.

Same exact issue. Very fustrating. except i didn't get suspended for any reason. As far as I know my account is fine. Just keep getting error code 8009564 on 14% inSTALL OF HOME. Please someone help!

What finally worked for me was this: 1. Go to network settings on PS3 2. Set primary DNS to 220.127.116.11 and secondary to 18.104.22.168 3. Set MTU to 800 (instead of 1500) 4. I then downloaded the game from PS Store and for the first time ever it did not force automatic background download. Once I saw installer hit 15% I was overjoyed. Game then proceeded to install fine. Hope this helps someone.
