Different countries have different internet protocols and different privacy laws. I know that particularly in China, the govt can do invasive "watchdog" practices that would be illegal in the US. Some friends of mine from China say that they can't run any Chinese media on American devices and it's illegal for them to bring it out of the country. In fact some Chinese media has coding that will damage a device if you attempt to run it.
Perhaps the penalty for invasive glitching under foreign laws is much more harsh that what is permitted in the US.

I'm calling them a horse... there's 2 people calling you that..." make that 3... day before X7 comes out my account gets a week ban for using swear abreviations ( backside of a person) and this particular abreviation FAQ...LOL (frequently asked questions) what gave it away that told me the mod(s) were "off" was that their was a regular trouble maker there that id always argue with because of their constant, daily and OBVIOUS cussing yet no suspension..after reporting them and having disputs for well over a week no suspension..odd and wrong in many ways at that moment i did my research and keep to myself but i do think the mods are biased..FYI this person who cussed at Scorpio daily also had habits of spending in excess off $250 daily..on PSH..so like is said, if u smell fishy, act fishy and look fishy, you are fishy 
the EU then last but not least US..so makes sense we get whats left of the funds for getting anything done rightI think it also depends on the strength of the gaming marked in different countries, and the level of interest. Perhaps the Japanese spend 50% more on certain gaming franchises than the Americans do. The game developer would be more willing to spend their money advertising where they can get more sales. I don't know how the marketing demographics break down from country to country, but that's just an example.
