You make it sound as if everyone has lights out side there homes but right now they have a lack of power and even before the earhquake and tsunmi they where not big on thoes kinds of things.  Are there parts that do have lights?  Yes, but not to many.

After visiting a few cities in Japan a few months ago, I have to disagree here. From what I know, only 1 city is out and people are evacuated from their homes because of the nuclear contamination. Other parts of Japan is pretty much up to normal. And how are they poor if they have the 3rd largest GDP? Maybe those that have everything washed away might, but that's like less than 1% of the total population. If I remember correctly, it was something like 30k casualties(death, injured, or missing), and 50k evacuated and that's out of 120+ million population.

Here's the data on energy consumption.

Japan 512.8 510.3 511.0 522.4 527.1 527.6 522.9 515.3 474.0 503.0 477.6 -5.0% 3.9%

The number for 2011 was 477.6 and that's pretty similar to 2009 with 474.0 and not much of a drop compared to other years also.

Here's the usage data for tokyo electric company and they don't look that much different either.
