Open Beta refers to something that is in it's beta stage, or being tested. Usually open betas are more popular than closed betas, because more people can participate in the open beta than the closed beta. Companies may select who can and cannot be involved in open and/or closed betas - In some cases anyone may participate in the open beta.

Does anyone know why this site is SCEE, instead of SCEI.  Will it only be available for Europe?

Probably because Home is being developed by Sony Computer Entertainment Studios London.
