Anybody know where this staff came from?

Anyone know where this staff is from? I saw this guy the other day with it and didn't recognize it. I looked on AZ4 and YPH but couldn't find anything on it. I inspected him and know it said it was a "reward" item, but I don't remember who it said it was made by.

I think it's from trading in gems at Hexalon, not positive though.

Thats a Barlow redeem from Heavy Waters Avalon. You may have seen me with it actually as I was wearing mine all yesterday in fact. You need to I believe own all parts of Avalon (bedchambers/dungeon/main section) to unlock him for trade with crystals.

 I didnt even know that, I never saw anything other then crystals as an option to redeem

own the Kings Bedchambers Apartment Space Extension and trade in 7000 crystals.
