Rather than being part of the Instant Game Collection from the get-go, Valve wanted to make some money on Counter-Strike: Global Offensive. Included with the Plus service for a few bucks shaved off the $15 starting price, you could have owned the game for a bit less. Given how games like BloodRayne were amongst last year's offerings for the Play promotion, we probably won't see games like Counter-Strike or Sound Shapes offered as freebies until the following Summer.
