it has some other lanauge on the screen and holding the power button down doesn't help

It has many languages, one of which was English:

"A serious error has occurred. Contact technical support for assistance"

Sound like a major hardware failure to me.

Audio issue, video issue.... no one really knows because no one really gets it.

Its normally seen on older PSP's.

Try different cables I suppose. Or there might be an incompatibilitty with some of your audio equipment with the PS3
