i recently did a data transfer utility to another ps3. it will not let me download previous downloaded content.  It says i need to deactivate my other system but i deleted the other accounts

You need to deactivate your account off of your old console, not just delete it. Sign in on the old one using account, and deactivate the account using the options under the Account Management section of the XMB.
