i bought my ps3 in canada and regestered it there, now i live in mexico, and i can only find usd network cards
would thoes work even if my ps3 is from canada?

Not with a canadian PSN account, due to currency differences the PSN only accepts the same currency as your account. so a US PSN card will not work with a canadian PSN Account. (you didn`t says where your PSN account was from, registering a PS3 doesn`t effect anything only the account.)
