You can create a US Account, but I think  you'll need a valid US Address to do so & also a way to be able to purchase any content in US$, cards are available on the internet, just be careful & make sure you use a trusted website.

Why don't you just make a European Plus account? IMO they get much better games than we do in the American Plus
