I've never really been sure. It seems like it would be pretty simple to add the function, and it would be feasible to make it so there would be a minimum time to keep a name (say, 3 months?).

You can't change it because Sony isn't very good at things that aren't trivial.

The ID should be unique, the name should just be an arbitrary pointer.

You know, like any other modern system.
